    This excerpt is taken from a study published in the newspaper Le Droit from June 8 to 11, 1881. This regrettably overlooked article by L. Béquet is exceptionally rich in analysis. On a general level, several decades before the Conseil d'État's "Vézia establishment" ruling (1935), it establishes a criterion for distinguishing private entities entrusted with a mission of general interest. More specifically, it foreshadows the solution adopted by the Conseil d'État in the "Canal de Gignac" ruling, concerning the definition of a public establishment and its application to trade unions.
