For him, legislation “encompasses a broader field than that ordinarily assigned to it.” The “science of legislation”—and how can we fail to emphasize this phrase, which Schmidt uses from the very first lines of his work?—“is based solely on the relations of man with nature and society,” that is to say, on the “universal,” “invariable,” “eternal” laws “prescribed to them,” and ultimately on “the natural order,” the revelation of which the 18th century owed to physiocracy.” » (P.
