From the outset, in the foreword, one of the editors sheds light on the central problem of this collective work: “By invoking, in whole or in part, the reservations set forth in Annex II to the Convention establishing a Uniform Law on Cheques, the signatory states have adopted laws that do not coincide on all points; none of the national laws promulgated in execution of the Convention is strictly identical to the uniform law, and none of these laws is in exact agreement with the others. Does such a system not risk irreparably compromising the unification of cheque law that seemed to have been achieved in 1931 after twenty years of effort and controversy?” To simplify research for cheque practitioners, the authors have decided to group together the reservations of Annex II here, and then determine whether the unification is total or partial on any given point. This is followed by monographs for each signatory country "summarizing in a few pages the past and present of the various laws on checks" in the country concerned.
