    “As its subtitle indicates, this work is a historical and comparative law study of the concept of public domain in its relationship to that of property. The great merit of this work, which is very well documented and supported by rigorous argumentation, is to show that the theory, according to which the State has a right over the assets of its public domain not essentially different from ownership, is not only consistent with the requirements of legal reasoning, and not only the sole explanation for the solutions of French positive law, but is also based on the most authentic historical tradition. (…) It is known that today, following primarily the work of Maurice Hauriou, the thesis analyzing public domain as a kind of property has completely triumphed.
