    The context in which the United Nations operates is one of change and reorientation: a changing political climate, leading to modifications in the tasks the organization is called upon to undertake; and a reorientation of the organization's internal structures and procedures in response to these changes. The principal aims and objectives of the United Nations have recently been reassessed. This reassessment—highlighted in Secretary-General Kofi Annan's reform program and at the Millennium Summit—led the 189 Member States to reaffirm their faith in the organization. New forms of consensus and cooperation are developing regarding what the United Nations should strive to achieve and how best to organize itself to improve its operations.
