    The author's commentary on the first major law on the preservation of historical monuments includes an analysis of specific points such as the applicability of this new regulation and protection to "various collections of the National Library" or to "those of national museums," the inalienability and imprescriptibility of "classified movable objects belonging to the State," as well as the general spirit of this protection and its applicability to a wide range of public entities. For in 1889, this 1887 law represented a real step forward, since until then "the absolute respect for French law regarding property rights—the property of the State, departments, municipalities, public institutions, as well as that of private individuals—[…] rendered the administration and all its agents powerless" (p. 6).
