    This work brings together the study of constitutional law, administrative law, and civil liberties. The sections devoted to civil liberties are particularly interesting due to the structure adopted: 1 - Equality, 2 - Liberty, 3 - Fraternity. The emergence of Fraternity as an effective legal concept resonates with contemporary issues. Dean Nézard is largely forgotten today, even though he was one of the leading constitutional scholars at the beginning of the century. His continuation of Esmein's treatise and his contribution to the Carré de Malberg collection attest to the quality of his thought. This work saw a final, little-sought-after edition in 1946, with the assistance of G. Berlia.
