    The symposium was structured around two main themes: the future of executive bodies and the future of European democracy. On the first theme, rapporteurs Cartou and Glaesner analyzed the political functions and agreed that executive power should be entrusted to the Commission, which alone possesses the necessary homogeneity, with the Council cooperating with Parliament on legislative matters. Parliament, on the other hand, should oversee the Commission, which would be accountable to it. This would imply increased powers for Parliament and greater representativeness through direct universal suffrage. These two elements were developed by Sereni and Duvieusard in their reports on the future of European democracy. The ensuing discussion examined both practical and substantive issues. For the former, the question arose as to whether, after the Luxembourg agreements, which, as Mr. Pescatore points out in his communication on the prospects for institutional development, represent a setback for integration, the merger negotiations would achieve the desired result. (…) For the latter, very serious objections were raised to the ideas put forward by the rapporteurs. For example, the division of powers between the executive and legislative branches, as transposed to the Community level, was criticized. The idea that the election of Parliament by direct universal suffrage is the appropriate means of conferring representativeness at the European level was contested. The equation of democracy solely with parliamentarism was also questioned (RIDC No. 3/1967, p. 729 et seq.).
