    “The publication of Daniel Dormoy’s voluminous doctoral thesis on the structures of international trade in commodities (wheat, sugar, tin, olive oil, coffee, cocoa, rubber, jute, tropical timber) is justified above all by the didactic value of this rigorous and clear legal contribution to the study of a broader theme: the international economic order. This is, moreover, the author’s stated ambition, as indicated in the book’s subtitle. (…) The first part traces the “fundamental difficulties of international action” through the lens of “disagreement on objectives and institutional problems” (GATT and UNCTAD). (…) The second part of the book, on “the results,” remains of considerable interest.” Without neglecting the technical aspects of the subject, particularly its economic dimension, the author meticulously addresses, without succumbing to the illusion of the NIEO credo or even to the opposite extreme, the “partial failure” of the integrated program for basic commodities (p. 381 et seq.). The “long and difficult negotiations” for an international agreement establishing a common fund, signed on June 27, 1980, are thus examined, “quite different from the project developed by the Secretary-General of UNCTAD and adopted by the developing countries.” (M.-F.
