    “A great many studies have been devoted to the problems facing our country since the Liberation, but all of these works have been conducted in an atmosphere inflamed by the political passions that dominate our era. Each author describes, compares, and interprets events according to their own political views in order to reach a wider audience. Where passion is involved, impartiality is lacking. Mr. Azar’s work constitutionally avoids such a criticism. The author is not French. Far removed from passions and ideological quarrels, he was able to follow from afar, through the press and books, the birth and fall of the Fourth Republic and to identify the causes that led the country to adopt the 1958 Constitution. Mr. Azar is an observer whose task is to describe the facts, compare doctrines, and analyze human reactions to problems concerning the foundations of the State and of power, which must confront enormous difficulties in restoring France to its place as a great power.” His legal training and solid research enable the author to disentangle the reports, drafts, and texts of the 1946 Constitution, tracing the twists and turns of the Fourth Republic and situating them within the context of daily life, which alone confirms or refutes theoretical constructs. For the author, a constitution is the culmination of a balance of political and social forces as it is established at a given moment in an organized society. The 1958 Constitution is not an isolated event in itself, but rather the result of the political and social factors that preceded it. Describing and analyzing these factors is the objective the author has set for himself. He chooses the historical method because “the logic of history is more convincing than human logic.” While the current Constitution enshrines Gaullist principles on the organization of power to ensure the continuity of the State, it must be acknowledged that the politicians of the Fourth Republic bear some responsibility for this. Thus the author finds himself obliged to recount the history of the Fourth Republic in order to better help us understand the birth of the Fifth Republic.” (T.
