This first volume of André Tardieu's works, written after the fall of his last cabinet, reflects the profound crisis of the Third Republic and advocates reforms leading to the establishment of a strong executive branch, in terms reminiscent of the institutions of the Fifth Republic. André Tardieu's thought constitutes one of the essential sources for General de Gaulle's reflections on constitutional matters (see Rouvillois, *Les origines de la Ve République*, PUF 1998). Tardieu had planned to dedicate five volumes to his work, but he ceased all intellectual activity in 1939, thus leaving it unfinished.
