    In this work, the author begins by devoting over 60 pages to defining the Regulation, analyzing this source—which can also be seen as a manifestation of the "power to command" characterizing "public authority"—as a rule of law distinct from legislation, at a time when the distinction was still unclear and gave rise to numerous doctrinal debates, to which the author returns. An entire chapter is devoted to the Regulation since 1789, after which, following general remarks, the author conducts an in-depth study of the Regulation under the Third Republic over more than 250 pages. This study examines the regulations issued by the President of the Republic, then by Ministers and Prefects, their application at the departmental and municipal levels, the treatment of certain specific cases, and historical regulations.
