    “The study of judicial review of the actions of independent administrative authorities reveals a unique perspective on these bodies: while they enjoy a distinctive status, both administrative and judicial case law displays a certain indifference to the specific organizational and functional characteristics of these state organs, denying them the establishment of a special legal regime. Certainly, the review of the activities of independent administrative authorities does have certain specific features (in its structure and the procedures employed) and reveals others (particularly regarding the nature and legal framework of the actions submitted to it). However, these specificities remain rather marginal and, moreover, do not stem from the status granted to these authorities. Consequently, the study of litigation casts doubt on the existence of a uniform legal category encompassing such bodies and distinguishing them from administrative authorities in general. Furthermore, it leads us to question how administrative law manages to adapt to the evolving structures and missions of the administration embodied by these independent authorities.” »
