This absolutely essential, and unfortunately little-known, work on public domain law is likely the most comprehensive available at the time of its publication. It contains extremely substantial sections on the regime governing the private occupation of public property (specifically, the section on temporary occupation of public property for the management of public assets). On a more particular point, the section on the sale of movable property is particularly noteworthy, outlining the entire body of administrative doctrine regarding the existence of movable public property at the time of publication. This analysis, rarely found in the writings of university authors and whose very existence is still questioned today, finds a truly remarkable expression here.
