    H. B.'s treatise on administrative law has always suffered from comparison with that of M. Hauriou, particularly because it presented a doctrine already perceived at the time as conservative (it thus rejects the idea that public authorities could be considered legal persons except in cases where they act as private individuals). It is perhaps also for this reason that it is regaining interest today, insofar as it represents the final expression of this doctrine, heavily influenced by Ducrocq, in an accessible and concise manner lacking in many earlier texts of the same nature. Furthermore, we have here a copy that is not yet burdened by subsequent updates, since this treatise continued to be published until the 1930s (13th edition in 1933, which was supplemented in 1938, jointly with Rivero, by a volume entitled "Five Years of Administrative Reforms").
