    To our knowledge, this is the only monograph on the subject. It has a distinctly legal focus, and we should particularly highlight the sections devoted to the powers of the prefectural secretary general acting on behalf of the Prefect. These sections could have shed light on certain aspects of the Papon trial, where the question of the prefectural secretary general's responsibility in the decisions made was frequently raised. A rare find.
