O. of the celebrated law of 28 Pluviôse, Year VIII, which reorganized local administration and established the Prefectural Councils, and whose second paragraph of Article IV remains a delight to quote: “The Prefectural Council shall rule… on any difficulties that may arise between public works contractors and the administration concerning the meaning or execution of the clauses of their contract; on the claims of individuals who complain of wrongs and damages resulting from the personal actions of the contractors and from the actions of the administration.” It should be noted that the majority of the text consists of a table of departments and municipal districts, which notably includes the old departmental numbering incorporating overseas territories (the Lys department for Belgium, the Liamone department for Italy, the Léman department for Switzerland, etc.), such that the Yonne department had the number 98 and not number 89! A rare occurrence.
