    Obviously, the fourth volume of this major text is missing (which notably contains public financial law and tax law), but it is perfectly usable by administrative lawyers with regard to the general theory section and the subdivisions devoted to the essential branches of the subject (litigation, general theory of administrative law, policing, public property, local authorities and public institutions, etc.). This work is sometimes criticized for being merely a collection of texts, which is entirely inaccurate: the provisions on litigation, in particular, clearly demonstrate how the author articulates his own thinking with that of the texts he cites, and his methodical approach is, for example, superior to that found in Cormenin's lectures on administrative law, even though the case law is not quoted in full here.
