    The author taught administrative law for only a very short time (from 1948 to 1950), and his thinking in this field is known only through the handouts he left behind. It is no exaggeration to say that this text should be considered one of the major rediscoveries in the history of administrative law doctrine, as it offers a personal and contextualized vision of the subject matter that is absolutely fundamental in relation to other areas of public law. In this regard, we should highlight the introduction entitled “From Constitutional Law to Administrative Law,” in which he coined the term “administrative constitutional law,” and which, given the date on which it was written, constitutes a remarkable anticipation of the theories of Dean Vedel. The rest of the text contains fundamental reflections (see, for example, the section at the end on the concept of administrative contract) that also deserve to be rediscovered today.
