    Rolland's thought is generally presented only through his Précis, which, despite its evident qualities, is subject to the limitations of the genre. Within the freer framework of the advanced doctoral course in administrative law, this thought unfolds with fewer constraints, and it is here, and not in the Précis, that the theory of the three laws of public service (law of continuity, law of change, and law of equality) is developed in its principal form. Thus, the first of the handouts gathered here clearly constitutes a fundamental source for the general theory of public services. As for the second, it contains a general theory of the civil service of the highest quality, all the more so as it is strictly contemporaneous with the statute governing the civil service and reflects on its sources and foundations. These two handouts appear to be missing from the Cujas Library.
