    This handout is a reprint of the textbook. Its value lies in the fact that it includes some of the updates that would not appear in the printed text until 1950. However, it should be noted that some passages are omitted or rewritten (particularly the last section on contracts). On the other hand, a special chapter is devoted to private legal entities entrusted with public service missions, whereas this section is less substantial in the textbook. Finally, it should be noted that the collection of outlines for exam preparation is quite substantial and constitutes the first edition of the “Guide to Practical Exercises in Administrative Law,” which the author would publish starting in 1959.
