    After the passage of the famous “emigrants’ billion” law, its implementation still needed to be addressed, and this text serves as a guide for emigrants “to recognize and assess their rights and to discuss them either with the administration or with their co-claimants.” Written by a lawyer admitted to the courts, it contains useful statistical information on the commission’s operations and, more fundamentally, appears to us to be a methodical and high-quality description of a compensation system that can be considered one of the first organized systems of public responsibility. In this respect, this text deserves to be revisited today, and the study of the law on emigrant compensation should be re-examined in light of this perspective.
