    This interesting work, inspired by liberal thought, critiques the increasing intervention of the state in the economy, beginning in the late 19th century. The author attempts to provide a theoretical justification for the necessary limitation of the state's role in this area by establishing a typology of its powers (natural powers, necessary powers, and powers that meet neither of these two conditions). It also includes a judicious analysis of the different degrees of state intervention (regulation, incentives, exploitation), which remains central to the analysis of public economic law (see, on this point, A.-S. Mescheriakoff, Droit Public Économique, PUF 1994, p. 40 ff.).
