The concept of “police” was at the origin, under the Ancien Régime, of the emergence of specific rules of administrative law, as evidenced by an ordinance of Colbert in 1669: “Police consists of ensuring public peace and that of individuals, providing abundance, and enabling everyone to live according to their station.” The proliferation of texts led to the publication of compendiums, the most famous of which is that of Delamare, published between 1705 and 1710. The essential nature of this work foreshadows the aims of the works published throughout the first half of the 18th century. It was only in 1757 that Duchesne published another police code, preceding by one year the first edition of the treatise presented here. As J.-L. Mestre no. 107 reminds us, these treatises of the second half of the 18th century had a much more practical purpose than that of Delamare. It contains reports of numerous parliamentary decrees whose severity is particularly striking for the 20th-century reader, such as that of the craftsman condemned to 15 years of galley service for remaking old keys and whose sentence, after a minimal appeal by the King's prosecutor, was transformed into death by strangulation after the offense of "making false keys" was reclassified... Beyond these curiosities, this text constitutes a reference that is still frequently cited today.
