    “One of the defining characteristics of our time is undoubtedly the proliferation of legal and regulatory texts, a proliferation that requires researchers, those subject to them, beneficiaries, and agents responsible for their application or enforcement to meticulously classify these texts, lest errors, omissions, or fruitless searches occur. It is therefore always with enthusiasm that we welcome the publication of a code or manual whose author has undertaken such an impressive work of compilation and methodological rigor for their readers. Today, this enthusiasm extends to the Manual of German Labor Legislation published by the Labor Division of the Directorate General for Political Affairs of the High Commission of the French Republic in Germany. Firstly, because it represents a novelty in a particular field; indeed, there is currently no recent work in French dealing with German labor legislation. This legislation, poorly understood in France, therefore deserves to be studied, and its evolution deserves to be followed.” It goes without saying that the Manual will first and foremost be a working tool for French services employing German labor, namely the High Commission and the Allied Forces. Indeed, under the terms of the Contractual Agreements, foreign services employing German labor must apply German labor law, with very few exceptions. This manual will also be invaluable to the numerous European international organizations currently being established, such as the High Authority for the Schuman Plan, the Council of Europe, and the Defence Community, as these bodies will need to understand, compare, and often apply different labor laws. No one was better qualified to undertake this work than Mr. Roeder, who, since 1945, has been the Deputy Head and Head of the Trade Unions and Labor Relations Section in the Labor Division of the High Commission. His perfect knowledge of German, of French and German labor laws, and his professional activities enabled him to witness the evolution of German labor law from the Allied legislation of the Control Council, in the drafting of which he participated, to the laws currently promulgated independently by the Federal Parliament.
