    The United Nations needs reform. There has always been broad consensus on this point—in fact, throughout the Organization's 60-year history. Disagreements over the best remedy reflect the political confrontation among its 191 member states. The institution has been criticized for lacking legitimacy, accountability, and inefficiency, hampered by an overgrown bureaucracy. Recently, allegations of mismanagement and corruption in the Oil-for-Food Programme have triggered a crisis of confidence. Public debate has followed reform initiatives aimed at expanding the Security Council, achieving the Millennium Development Goals, and establishing new collective mechanisms to protect human rights, combat terrorism, and respond to crimes against humanity. Strengthening oversight, governance, and management practices has been intended to introduce fundamental institutional changes. The publication describes the reform process that led to the UN Summit of September 2005. The results achieved remain disappointing, with the failure to approve a major compromise. A number of recommendations are made to facilitate the UN reform process, while acknowledging that this process will remain complex and a long, gradual undertaking.
