    “In his preface, whose broad scope applies to the entire Collection, Mr. Espinas reminds us that ‘the Society’s aim in undertaking this collection was to gather and publish the most important, or at least the most important, known or unpublished documents which, throughout the period of written municipal law, reveal the principles governing that part of the institutions of urban and rural localities known as the municipal institutions proper, to the exclusion of other legal frameworks concerning financial, economic, and social organizations,’ the latter being included ‘only because of their connection to institutions of a specifically municipal nature.’ He explains that, to achieve this aim, it is not enough to publish charters of liberties and charters of communes. Alongside these ‘establishing texts,’ other documents allow us to understand ‘the personal relationships between the two non-communal and communal authorities,’ and ‘demonstrate the functioning of governmental life in its essential aspects.’” The aim is not to present “the constitutional history of the city,” nor “the history of municipal justice,” but rather “to demonstrate the principle of public intrusion into municipal constitutional life and to show how, in general terms, communal independence diminishes in favor of central power.” This collection “therefore expressly aims to be a compilation of principles and not of facts; it concerns the substance of the institutions and not their application.” This is the approach that guided the selection of documents. Furthermore, chronologically, “this collection encompasses the entire period of written urban law, from the 12th century to the Revolution,” with no “break” necessary at the end of the Middle Ages.” (Louis Carolus-Barré, Bibliothèque de l’École des Chartes, vol. 104/1943, pp. 322–326).
