    "While seemingly paradoxical, the convergence of administrative law and the ordinary courts is nonetheless rich in lessons that refute many preconceived notions. For example, the ordinary courts have long applied the main concepts and rules of administrative law. This application involves, in addition to a dominant tendency towards pure and simple reproduction, phenomena of creation or constructive deformation of administrative law. What, then, remains of the traditional link between jurisdiction and substance? How should we understand the principle of separation of administrative and judicial authorities?
