    The importance of this text is well known; it is one of the author's last published works, in which he discusses Kelsen's normativist theory. The author contrasts it with his own theory of the separation of powers, arguing that the fact that legal rules enacted by previous authorities based on authorizations from higher authorities should not lead to the conclusion that these rules are identical in nature. A rare text.
